Four days ago, NWEA — one of the country’s most authoritative K-12 assessment organizations — released a study that should have landed on the front page of every major newspaper in America. It didn’t. But its findings, drawn from MAP Growth data across 2,000 U.S. school districts, constitute the most comprehensive evidence yet assembled of a crisis that the education system has been managing around rather than through: chronic absenteeism rates remain staggeringly high post-pandemic, with 1 in 4 students missing at least one day every other week on average — rising to 1 in 3 in high-poverty districts.

And the consequences, the study found, are severe and unequal. Districts with consistently high absenteeism rates were about 50% further from recovery in math achievement compared to districts that never experienced high absenteeism, even six years after the pandemic disruption began. Among high-poverty districts, those with persistently high absenteeism rates were about 40% further from recovery in math than districts with low absenteeism — even during COVID.

American students don’t seem to be learning very much. That is the uncomfortable, foundational reality underneath the EdTech rollouts, the AI pilots, the literacy law reforms, and the political turbulence surrounding the dismantling of the federal Department of Education. Everything else happening in K-12 education in 2026 — and a great deal is happening — sits on top of a baseline problem that has not been solved and is not being solved at the speed the data demands.

The Learning Gap That Keeps Widening

The pandemic learning loss story has, in certain media cycles, been declared resolved: schools reopened, test scores began recovering, and the narrative moved on. The NWEA data released this week makes clear that the declaration was premature.

Chronic absenteeism accounted for 27% of the drop in math scores and 45% of the decline in reading scores from 2019 to 2022. These percentage attributions have not reversed proportionally as absenteeism has partially improved, because improvement has been uneven, slow, and systematically worse in the districts where it matters most.

RAND’s November 2025 survey of 245 K-12 public school districts estimated roughly 22% of K-12 students nationally — approximately 10.8 million students — were chronically absent in the 2024-2025 school year, up from 19% in 2023-2024. That is a deterioration, not an improvement, at the national level in the most recent year for which comprehensive data is available. The 2019 baseline was 13%. More than nine years after the pandemic began disrupting school attendance patterns, the rate has not returned to anything close to pre-pandemic norms.

Chronically absent students are seven times more likely to drop out before graduating. That downstream consequence — the compounding of missed school days into missed credentials into narrowed life trajectories — is the mechanism by which today’s absenteeism data becomes tomorrow’s workforce readiness crisis, tomorrow’s criminal justice caseload, and tomorrow’s public health burden. The K-12 crisis is not contained within school buildings. It is being written into the demographic future of the American economy.

The achievement gap dimensions of this data are the most politically uncomfortable. Federal immigration raids are making families afraid to send their kids to school, in an era where chronic absenteeism is already a major concern. This is not a theoretical chilling effect. Districts in states with significant immigrant populations have reported measurable drops in attendance in the weeks following high-profile enforcement actions nearby — families keeping children home out of fear for their own safety or that of their parents, regardless of the children’s own citizenship status. The absenteeism crisis and the immigration enforcement climate are not separate policy domains. They are interacting in real time, in classrooms, with the same children whose attendance data NWEA was measuring.

The grant termination battles add further operational uncertainty. Attorneys general in multiple states say the Department of Education plans to terminate education grants despite a prior court injunction protecting them, creating a legal and budgetary limbo that forces district finance officers to plan for multiple scenarios simultaneously — a cognitive and administrative burden that falls on the same leadership bandwidth already stretched by absenteeism intervention design, AI policy development, and curriculum reform implementation.

AI in the Classroom: Promise, Peril, and the Teacher Burnout Filter

Artificial intelligence has arrived in K-12 education with enormous fanfare and mixed results — and the degree to which it can help depends almost entirely on a precondition the fanfare rarely mentions: teachers who have the time, capacity, and training to implement it thoughtfully.

Teacher burnout continues to shape some of the most important trends in education heading into 2026. Educators consistently report being stretched thin by instructional demands, administrative responsibilities, and the growing need to individualize instruction. Teachers overwhelmingly identify limited time for planning, professional growth, and collaboration as a major barrier to delivering engaging instruction.

Burnout impacts instructional quality, student relationships, and staff retention. When teachers are overwhelmed, innovation slows — and even promising tools like AI can feel like additional burdens rather than supports. The EdTech industry’s standard pitch — that AI tools save teachers time — is true in certain carefully designed implementations and false in others, where the tool requires more administrative overhead, more training, and more monitoring than it removes. The difference between the two is almost entirely a function of how much support the district has provided teachers in integrating the technology, and how well the tool has been selected for alignment with specific instructional goals rather than general capability.

Beyond increasingly passé worries about whether student use of AI tools constitutes cheating, other existential questions are surfacing for schools: How can institutions of knowledge prepare children for a world in which much of the content they encounter is factually suspect? This is the AI question that matters more than any policy on ChatGPT in homework — the foundational epistemic challenge of educating critical thinkers in an information environment where AI-generated content, synthetic media, and algorithmic curation have made the basic act of evaluating a source’s reliability substantially more complex than it was a decade ago.

The K-12 Education Market is projected to reach USD 2.90 trillion in 2026, growing at a CAGR of 8.63% to reach $4.78 trillion by 2032, with AI and digital learning infrastructure driving a significant share of that growth. The capital is flowing. The question is whether it is flowing toward the specific interventions — intensive tutoring, early warning systems, attendance support for chronically absent students — that the evidence base most clearly supports, or toward the shinier, more marketable technology that makes for better conference presentations.

The Literacy Laws That Are Actually Working

Amid the crisis data, one domestic education policy trend has produced genuinely measurable positive results: the science of reading reform movement.

States that implemented evidence-based early literacy reforms showed meaningful improvement in reading scores between 2022 and 2025. States that had eschewed literacy reforms as of January 2024 showed no improvement in reading over the same period. The comparison is as close to a natural experiment as education policy research ever produces — and its conclusion is clear: teaching children to read using phonics-grounded, evidence-based methods works, and the states that committed to it are seeing the gains.

Mississippi’s transformation is the most discussed case study. A state once ranked last or near last in national reading assessments has climbed substantially over the past decade through a sustained, evidence-driven commitment to early literacy instruction — demonstrating that demographic and socioeconomic headwinds, while real, are not sufficient to explain persistent poor outcomes when the instructional model itself is changed. Several states, including Kentucky, Indiana, and the District of Columbia, have implemented similar reforms and are showing similar directional improvement.

The implication for districts still debating curriculum adoption is not subtle: the evidence has been accumulating for years, the natural experiment comparing states that acted and states that didn’t has now run long enough to produce meaningful outcome data, and the case for phonics-grounded early literacy instruction is, at this point, as settled as educational research tends to get.

The Global Market Frame

K-12 education is undergoing a structural reset as school systems balance foundational literacy and numeracy, student well-being, digital learning, workforce readiness, inclusion, and accountability. That is not language unique to America’s political moment. It describes the challenge facing education systems in every major economy simultaneously — including those, like Japan and Germany, that face the additional pressure of demographic contraction, making every enrolled student strategically more significant than the last generation.

The global K-12 market’s 8.63% CAGR projection reflects an understanding, now embedded in government budgets from Nairobi to Seoul, that human capital development in the primary and secondary years is the single most important determinant of economic productivity a generation out. Every child who finishes school without foundational literacy and numeracy is a compounded cost — in healthcare, in criminal justice, in workforce productivity, in social mobility — that no adult retraining programme has ever reliably reversed.

That is the stakes of the K-12 crisis in 2026. The NWEA study released four days ago was not a headline. It should have been.
